Just say who you think is the weakest robot master.
Myself, I think the weakest robot master would have to lose to Cutman in a knife fight to offically earn the title. I mean just look at him, his body is a red and white rip-off of Rockman's battlesuit, and his scissors are taped to his frickin' HEAD! How much use can he make of them if he has to reach up and haul them off his head in order to use them. That means that he can't use a trampline in doors or else the other robot masters could put on blind folds and pretend he's a pinata. Not to mention the boomerang effect. If he jumps up to, oh say, dodge Fireman's attack while his scissors were coming back, they could miss his head and he could lose an eye. Also his weakness is a pun on how rock beats scissors in jankken(sp?). Plus only two hits from Gutsman's attack, and he's dead. Seriously, Cutman sucks as a warrior. He should stick to being a lumberjack.
And no, you don't have to post a big rant like I did. Just one or two reasons is fine.

Bubbleman... if he had to fight on land. He'd likely be slow and ungainly as the flippers would slow him down and his weapons would be slow and easy to blow away with the slightest wind. I'm pretty sure even cutman could beat bubbleman... Cause bubbleman would likely be too slow to dodge cutman's scissors and cutman would very likely be fast enough not to stand in the way of the bubbles...

Rockman. When any other robot out there rams into him, he takes insane damage. How weak is that?

Technically, Rockman's not a robot master. And Virus, I agree, on land Bubbleman would be next to useless. But at least in water, he's a challenge.

There's a reason they're called "masters".
Cut man will never get himself stuck on a ceiling, and he'll never miss his own receiving weapon. Those things are robots, so they can actually go without screwing up themselves if programmed right, and Wily&Light are no jokers.
you're wrong. Bass. He loses to Mega, no? lol
but that's only if those guys are included. Considering all the robot masters with all their advantages, I'd say Cold Man. All he can do is throw ice pillars(or walls, what ever) at you. Plus he's slow and retarded.

Programming is key... providing that something else doesn't interfere with the programming... such as errors, hardware issues, unresolvable situations etc... In the end a robot is limited by it's programming. For example, if a robot encounters a situation where regardless of the action the robot takes a human will die/get injured then what will happen? A robot would likely melt down (or atleast shut down) due to the 3 laws coming into effect, while a human might feel sorrow but could continue along. This isn't about superiority of one over another, but merely to illustrate that even programming has it's flaws. And especially when programs become extremely advanced... So too flaws become every larger and harder to avoid. Why? because humans are imperfect ourselves and thus any being we create would have atleast as many, if not even more imperfections than we do.
So in this case, cutman might never screw up under normal circumstances... but what happens if he's hit with his weakness once? and suddenly he highly damaged, errors are prominant and system failures are happening... under those situations will he still perform perfectly or will he glitch up and make mistakes and such?
Another weak robotmaster (or atleast I think he'd be weak) is Toadman... He's probably slow on land and probably couldn't swim the greatest, he can jump decently high but what does it matter if when he lands he eats his weakness or a load of plasma?

But Coldman can summon those annoying cloud things that slow you down and prevent you from jumping.
I say the weakest is Woodman. All he can do is throw leafs! I mean a freakin leaf man, what about summoning spikes of wood all around him, or making a wooden sword, but no he's just able to throw some leaves in the air. Some Fire would easly beat that let alone Cutman just simply can make some banfire wood out of him.
@sakon: Also Rockman only takes DMG from others to make the game hard. Look in MM 1, there was a copy MM that never took DMG of he ran into you or vice-versa.

So even the copy-version was stronger.
Actually I do recall Coldman being quite the sissy. So if Rockman is not counting, I'd probably go with Coldman as well. He never really did anything but throw silly walls of ice around and stand there like the total goofball which he was. Cutman as close second.

I'd say Bomb-man. All you have to do is stand in the middle of the screen and dodge his bombs and shoot him.

Ah, well then gameplay-wise, ......nope, still Cold Man for me.
And I didn't know what the cloud things were. I always destroyed them before they ever got to me.

They were also in Tengu mans stage, thats where I was hit by them.
ALo I just relized that QUickman is the easyest as all you have to do is stop him in place and you've won. but I love QUickman too much to say that he is the weakest

Springman (if memory serves) is also horribly weak... oh noes he can jump high, and he can fire a spring at you... except if you apply slash claw to him he gets cut down so far that it's not even a challenge to beat him. Even without his weakness there isn't much of a challenge to beat him... jump over/slide under the springs and apply buster to springman's face repeat until win.

Well here's something that makes Springman's fight troublesome: If you hit him with Cloudman's weapon, he becomes magnetic and doesn't take any damage. I tried it once, he was so hard I actually died to him.

I forget who it was, but Deidara showed me that one of the bosses from one of the earlier games dies with one fully charged shot of the fire boss's weapon. One shot kill=teh weakest as far as I'm concerned.
