His first appearance is in MMX7. He then appears in MMX8 and MMX: Command Mission.
His personality...
You're going to get several different answers, depending on if someone likes or hates Axl. I personally hate him, so you're going to get my answer, biased as it may be.
Annoying, cocky, over-confident, and all the other adjectives that go along with that.

I'm gonna base it on his X8 personality since X7 was a n00b game.
Axl is is pretty much overconfident and cocky. But he's not really annoying. He's pretty much what you'd think of an average teenage main character of a game.
And yes, his main weps are dual guns even though he only uses one at a time. But he gets a brand new wep for every maverick that's defeated. Like the ice gattling.

the only good weapon Axl had is the ray gun.
I ONLY selected Axl because of that weapon!

yea,that was cool,but he seemed cooler to me when he used the gravity's weapon(spiral magnum,I believe?...)
here's an extra:he's reckless,outgoing,but when it comes right down to it,Axl can be serious,and...one to not fall for mental tricks.
SPOILER:
At the final battle,X was about to give up and lose to lumine's words,until Axl shot L's arm,and gave X the right words to fight back. Zero was there,but he was just reassuring.
