It might have been an early test picture.
As to WHY X is a pacifist, well, I think Doctor Light left as much influence as possible. He is armed, yes, but Doctor Light wanted X to live a peaceful life; the very first capsule in Mega Man X1 is proof of this fact. He said something along the lines of "hoping that X could live in peace, but left this just in case."
Another thing to keep in mind was the way he lived before he first started hunting Mavericks. He probably lead a very peaceful life, and maybe even acted as a sort of assistant to Doctor Cain. When Mavericks started popping up, he felt really guilty and decided to give a helping hand. In other words, he felt obligated to help because he thought it was his fault in the first place.
In Mega Man X7, it's no wonder he got sick of fighting. I mean, think about it. How many Maverick Reploids has he killed? How many times has Sigma come back? And what progress has been made? The answer to that last question is very little progress. No matter what type of improved technology or advanced anti virus programs they use, the same problems arise. And we know X doesn't enjoy killing.
