Storm Eagle would be hard without the dash though, wouldn't his tornado be impossible to avoid? Thats the funny thing about his tornado, its useless against you but its my favorite attack on that game.

If I recall, you can survive one round if you're close enough to him, but if he does it twice or so in a row, you're a goner.

Any boss where you can pretty much follow a pattern and the enemy can't do a thing. But, honestly, I think dynamo from X6 once you have Zero's spin move. It's also a very effective way to get 600 souls very quickly.

Chill penguin would be my first vote for easyest maverick, and storm eagle for my second.CP is easy because he dosnt really have any fast attacks.SE is easy because he only has 2 attacks that hurt you. That is without the boss weaknesses, with the boss weaknesses it would be spark mandril, without ice attack i actually had anoyance with him.

Chill Penguin, hands down. All you do is hug the wall.
The first form of Sigma in X1 was also pretty easy. If you timed it right, you could avoid taking damage.

Cresent Grizzly (from X5) is also pretty easy just keep moving and you might take no hits at all.
also burn rooster from X8 is pretty simple as well, once you got his attack pattern even without his weakness, he's easy.
