Legends may be apart of the timeline, but you can't connect it so easily to ZX as of yet. It's supposed to be about a millenia after ZX. Legends focuses on "a world covered by endless water." And if I recall in ZX 2, Albert, or Thomas(one of them) wanted to reset all life or start new or something.
Someone has to screw up the planet, and someone has to rise to ultimate power(And becomes the master[refered to as the master, right?lol] of that new planet and creator of the carbons) or at least, that ultimate power-looking status. Iunno if the Master ruled anything or not, I'm sketchy on the details when it comes to the Legends series.

I think we are just thinking too hard on it... Oh well... At that rate a ZX3 is in order ,but a legends 3 is in need of more than a ZX3 and MMX9. Well I beleive both are doing that well just Thomas now ,but since there isn't a ZX3 we can't go far with much anything at the point... I guess...

Albert made the 'master system' which is the back-up system mentioned in legends two by Mistress Sara. The Master had come up with a better system than that called the 'Mother system' which held together the planet Terra. We see that Terra is a whole new world in which the Master made, while its life forms are all 'Carbons' not humans. It is stated that the Master is the last human.
How can that all connect?
Albert started the game of Destiny which serched for the Megaman Master, the Master. The winner was then to become the leader of the new world, which Albert thought of as himself, and from then lead the people. Through out the time the humans died off, or the world went bye-bye, never said. However the Master created Elysium where he and his servants lived.
First instance of megaman - Megaman Trigger was around, who the Master Favored.
Second instance - we have another megaman shown, Megaman Juno, who was to guard Kaoxlocs Island.
True in this new series there is no more bio-medals but the term 'Megaman' still exists for those who were on Elysium.
Sara, Geetz, Gatz, and Yuna were all program Firewalls to guard the Master System and the Mother system.

Now I can understand Sera and Yuna were the firewalls, but Gaatz and Geetz were only servator units ,but guardians for the mother units which I guess they were the firewalls that protected the mother units. If Albert made the back up system which is the master system aka the elder system then that system sounds very F***ed because I am assuming that system is a remnant model W. Too much confusion on that part. Then again I just might chronilogical disorder.

I never really was into the Legends series. Never owned a 64 and the time in which I had a PlayStation (however short it was) was eaten up with Army men and Twisted Metal with a little MM8 too. But Power Stone? Oh. Don't even get me started. I still whip PS2 out every once in a while and would definately buy it. Even though I never got into the Legends series, I would buy Legends 3, especially if it came bundled w/ 1+2. But for right now, PS3 has priority (Sorry!)
