I think at that point, they started advertising for Roleplays or something like that. Iunno.

You don't even have to have regular members for that... It's simply anyone who signs onto the forum.
Anyone that comes to the forum counts... Say if I came to the forum then signed in, it would count me twice. (Once as guest and once as registered member.)
Even the webcrawler bots count... So if you have the googlebot, yahoobot, and howmany others there are it wouldn't take too long to start racking up numbers.
And I think that that number was from about the time when Proboards was undergoing the upgrade from V4 to V4.5 (Which we currently are on.) So there may be an abnormal number due to proboard technicians checking the servers for bugs in the upgrades.
