Hikari Raito: The hero of our story! He's starts off a tad insecure, considering that his old man's a world-renowned hero. Embarrased to no end and seemingly unable to live up to the Hikari name, the talented youth draws back, hoping for a normal life. However, a slew of unexpected events occur to force him to step up and take responsibility, walking down the same path that his father did. With RockMan at his side, Raito steps up to the plate and faces a new generation of evil... Or so it seems.
Ijuuin Satsuki: The brain-child of Netbattling extraordinaire, Enzan, and world-class heiress, Yaito. Satsuki is the twin brother of Ijuuin Mei and the literal incarnate of his father, complete with a rivalry with the Hikari name. Wielding the Ijuuin bad-
persona, he quickly makes a name for himself as a child prodigy. Protective of his sister, Satsuki seems to harbor a dislike for Raito when they first meet. In addition to his gleaming skills, he has inherited Blues from his father, further adding to the Ijuuin-Hikari rivalry.
Ijuuin Mei: The other brain-child of Enzan and Yaito, as well as the twin sister of Ijuuin Satsuki. Mei is as hot-headed and will-full as her mother. Although she only seems to have inherited the black part of Enzan's hair color, Mei and her partner Net Navi prove to be more than they appear. Mei is also Raito's love interest... Well, in the same way that Meiru was to Netto. Sadly, though, Raito is somehow more oblivious to the matter than Netto ever was.
Ooyama Chisao: The one and only apprentice to the world-famous Eguchi Meijin! Yes, Meijin has a mini-me and Chisao (whose age hovers between the old and new generations) departed to "find himself" some time after Dekao took office as the mayor of Akihara. However, instead of finding himself, he found Meijin instead, who agreed to help the boy become the Netbattling extraordinaire that could stand next to the "Famous" name. Not only this, but Chisao was also endowed with one of Meijin's custom one-a-year Net Navis, too.
Obihiro Shun: A leading researcher at SciLab, Shun has become an expert on a variety of things, including the Colonel/Iris Internet established after the Dennoujuu incident. Raito comes to him again and again for help in all shapes and sizes; Shun and a revived FreezeMan aid Raito and RockMan out by outfitting them with the latest technology, exclusive to the new Hikari duo. Yes, it's ARMOR they're specialists in.
Hikari Netto: The worldwide hero has taken over Yuichirou's old position as the head of SciLab. Since the development of the Colonel/Iris Internet, there has been no need for RockMan to save the world, so the two brothers have since taken up a simpler role. Now leading a more relaxed life than before, Netto spends most of his research time teaching kids to Netbattle, though he does have his breakthroughs in anti-virus techniques at times...
Aragoma Torakichi: The Netbattle veteran now leads a relaxed life, having gone professional with his art; however, he still loses to Netto each time they Netbattle. All differences aside, though, he still hosts his "King of Netbattlers" tournament world-wide, to immortalize the spirit of battle.
Cossack: The former head of the Super-Navi project has gone missing in action since his stay at the hospitol, all those years before. Not much is known about this mysterious character, other than his sudden disappearance after recovering from the wounds Forte gave him.
Higure Yamitaro: The ex-WWW member has expanded his Chip Shop to massive levels and with Asuta to carry on his legacy, the newly formed dynamic duo extend the joys of Netbattling to everyone, everywhere. The Higure-ya/AsutaLand merge has not only created much profit for the two, but has also given Higure more room to store his things... Finally.
