Model A, while clearly modeled after Axl, actually stands for Model Albert. He created the biometal as a personal weapon for himself. It looks like Axl, but all it is is fanservice, its not really him. He was just thrown into the game, sort of like how Omega wasn't part of the ZX1 storyline but he just got thrown in.

Yea Omega was thrown in for Model OX, like how Model Ancient was thrown in ZXA, the 8 bit Model A.
