well....a scary anime would be Lain (I think) coz its full of psychological questions and stuff.

The freakiest and funniest part in an anime I saw was in Full Metal Panic: The Second Raid where this guy(forgot hi name) was continuously taking out tissue paper from the box while he was watching cute little animals on a projector. Oh and I forgot to mention that he was naked

Was the anime Akira thats kinda freaky...

the scariest manga Ive read was Death note in a Phycological point of view becuase it makes you question what you believe in.
I Also like it becuase instead of making an anime show they made a Movie with REAL People The website for it is wwws.warnerbros.co.jp/deathnote/

Though you kinda have to speak japanese.
