Raengan isn't part of a character, anybody could learn it with determination. Jiraya taught it to Naruto, and surely Jiraya is better than Naruto, no doubt.

I gotta go with Naruto, he has a wider range of taijutsu combinations with his bunshin, close to those of Lee. If any other, I'd choose Gaara for various reasons.
And some sources conclude that Rasengan requires a "bent" chakra mold so shinobi like Sakura and Sasuke aren't capable of learning the skill.
