I don't agree, Zero is much better.
He's the blood thirsty god of destruction and wants to destroy everthing when evil, when good, he always takes 0 risks.

X for President, then Zero for Secretary of Defense. X notices the problems and then sends Zero out to issue out the "negotiations". (OK, I borrowed that loosely from Star Wars Episode II: Attack of the Clones)
Seriously though, who would mess with a secretary of defense who's president is the most powerful robot, even if he doesn't like to fight.
