She probably is needed to stay in the resistance base, as we all know Dr Weil is in control of Neo Arcadia so they probably needed her to stay so they can use the transporting device, which only her and Rouge can do.

My favorite character has to be Phantom. I know he's only a part of the story in X1, but he's a great character.
