I beat it yesterday afternoon. I don't understand more than about 1% of what was being discussed by any of the characters, but the way it was presented, you don't really have to know how to decipher the language to know what they're saying, or what's happening.
At the end, while there are still questions as to why and how, we know WHO Weil really is. And we know what happens to Zero. And it's clear that Ciel does have feelings for this machine that saved her and everyone she cares about 4 times over.
It is a sombre ending, and it is kind of sad to see that there really is no opening for another sequel. There really is no feasible way to bring back X, Zero, Wily or the Guardians in action again, it is a conclusion, and it's about time we, the fans, moved on. Yes, Zero is cool. But be glad he went out in fitting resolution instead of asking Capcom to beat around a dead horse.
Now, will Capcom PLEASE make another Legends game?!
EDIT: The more I think about it, the more it appears that the entire theme to Z4 was that nothing lasts forever. Here we have a villain who staved off death for 200 years just so he could destroy the world and his failed creations. Zero is destroyed, and Ciel has a hard time accepting this, as she runs off and cries upon realizing Zero can't be contacted. I think before this, when Cerveau is talking, he's telling Ciel that nothing lasts forever, if you're a human or a machine, you're still going to shut down. I think this is what Keiji Inafune had in mind when making this game, and that's why I think this is the last Megaman Zero game he'll make.
