This game will feature X, Zero, and Axl. The game will talk about the real scientist who built Sigma named Doctor Greek and how he also created Epsilon. A burst of other versions of them appear named Upsilon, Beta, Gamma, Zeta, Theta, Lambda, and Kappa. a new friend will help them so now a character switch will be available the new character of mine will be announced if i get an okay from capcom.
Game Start
1 Player- Easy Normal Extreme
2 Player (DS connectivity exclusive)- Easy Normal Extreme
When you choose a mode you have to select a character between X, Zero, and Axl (in two player, two characters will be chosen)
later you can switch characters
Options- Sound Test Controls

The one problem with the storyline is that Dr. Cain built Sigma. (See MMX1 manual or MMXC manual)

nice retconning the actual story... personally I prefer the real story of Sigma being built by Dr. Cain.
and personally I believe the DS has the ZX and the ryuessi series so let the PSP have the megaman X and megaman series.
but by the way, sending game ideas to Capcom is a very pointless idea, I can guarantee that all you will get back is an email saying something along the lines of:
"we appreciate your concern and love for the megaman series but due to legal complications we cannot use your ideas, please continue to support us in future endeavours. "

You know what that says about video game companies, they're too proud to admit when someone's got a better storyline than they could come up with. (I'm not just bashing Capcom)
However, what a lot of flash artists have a hard time doing is keeping storylines they make true to the actual storyline. Rigo's two series "Megaman/X Final Battle" and "Bass' Revenge" are true to that idea until Dr. Light gets killed, which most people realize, he must still be alive, especially if he's able to have one-on-one conversations with Zero (i.e. MMX5, MMX6). Don't get me wrong, Rigo's a great flash animator, but this is just one of those things he doesn't quite have right.
Fix the storyline, and this game would be okay. You can still make the story rock and keep it true to the original.

You did not mention Dr. Cain before. Personally, I think that the PSX, PS2, and PSP stole the MMX series from Nintendo's systems, but that's just my opinion.

Of course he wouldn't be in any SSB games, because he wasn't created by Nintendo, but there maybe a chance he may show up in Brawl. As for the story of your idea sounds interesting to say the least.

If they don't stick him in brawl, they could still make a "Nintendo vs. Capcom" which would kick behind. Think about it. X vs. Mario, Bowser vs Zero, Ryu against Samus. However, a lot of people I've said this to think it's not going to happen and that its a dumb idea.

Hal laboratory is a bad example because it is a section of Nintendo if I understand correctly. If someone has a source (i.e. internet site) that says something other than that, please correct me.
However, Konami seems to have teamed up with Nintendo in some respects. Link on Soul Caliber 2, Snake on SSBB, and the companies teamed up to make "DDR: Mario Mix" (which I still can't get a second dance pad for).

ummm....Soul Calibur is made by namco (the same people who are reaponsible for tekken and tales series). Capcom also teamed up with Nintendo when they made TLoZ Oracle of Seasons and Ages, and don't forget Squaresoft (before it became Square-Enix) which helped in the production of Mario RPG.

People. That's discrimination. You're only taking that "Megaman Xtreme 3" for the DS because you have one. If you had a PSP you would want it for it.
Regarding the email, Capcom won't awnser you. Period
