Axl is a prototyle. You will know that if you play MegamanX7 and it tells you in the booklet. And in MegamanX8 at the end Sigma calls Axl a prototype. Its probobly his Copy Data. Or a new Virus that was the Zero and Sigma Virus fused together. But i wonder what happened to Zero in MegamanZero. All i know was that he was more then 3000 years old. And something happened to X and Axl

X fought in the Elf Wars then was turned into a Cyber Elf.
It says that in MMZ1.
Since he turned into a Cyber Elf, Ciel trying to replace the hero she creates Copy X

The real one turns into a Cyber Elf and dies in MMZ3 and
Copy X turned bad becuz Capcom needed a villian

Copy X was designed by Ceil to be exactly like X structurally, but programmed based on what Ceil knew about X's personality. Because she didn't know X completely, she programmed Copy X similar to X but not exactly. It's seems to me that X's sense of justice was just over played in Copy X, causing him to misjudge certain actions. Also, knowing he was just a duplicate, Copy X could have had a bit of resentment too.
Anyway, Back on topic. I think X9 is an eventuality, because they have to explain what happend to Axl at the end of X8. This could also lead to why he isn't in the Zero series. By the way, doesn't Axl kind of remind you of Craft from MMZ4? That's the way it is with me...

Erm, il put what Track said to small words
Ciel wanted someone to lead the humans since the Real X turned into a Cyber Elf. She made Copy X, he lead Neo Arcadia BUT he didn't really know who was good and who was evil. You see Copy X wasn't really bad, he just didn't know what he was doing was bad. A misguided child xP
Kraft looks like Axl just because of the same hairstyle >.>

Heh, heh, I do tend to ramble on a bit, huh? Anyway, what happened to the copy chips in the Zero series? Did someone finally realize that mass producing shape-shifting robots was a bad idea? I seriously think MMX9 will be about the termination of all the next-generation Reploids. This would create big problems for Axl, and the rest of the hunters on the level of assosiation. And Axl would still have Lumine's virus/infection/programming thingy to deal with too. The next X game could prove to be very interesting if handled right...

You do have a very valid point cos if new generation reploids took priority of lower model reploids how come none of them existed in MMZ
