Of all the anime and manga, who (in your opinion) is the most vile of the villians? and why do you think they're the most vile?

In the long run, I may post diffrent opinions than that of what I think now. Would that be ok, or just edit this post?... anywho, I say Dr.Gero. Sure, his collueges of evil wanted to(and could) destroy the world, but that guy was a mad scientist super-powered. Just think of what would happen if he succeded. Along with killing goku, he'd probably get ahold of diffrent life forms of the univers, experiementing with them in such. it may not sound as bad as what others may offer here but remember: He's from DBZ; where the insanely impossible happen... Either him or Frieza...

Most vile? In what way? Doing the most cruel things? Or doing the worst thing with the least reason? Or who has done the most chaos?
Because I don't know a villian who succeeds in all these things..
EDIT: Also, can he be under control of a greater villian with a infection or something? Because there are enough infected villians having the most insane ideas, purely due to their infection.

By vilest villian I mean any villian of all of them it doesn't matter how they get to be a villian, just that they're out there doing or plotting evil things. It can be who's done the most if you wish, or any other reason you can think of for why a villian is really that evil. All I'm asking is for who ever you say is evil for you to provide some thoughts on why you think they're evil...

Well I really don't know the poor mans name but it was in Ghost in the shell, he had a whole episode for him and he always made people see through his eyes as he cut there skin off in a T-shirt like fastion. It was twisted and sick. I was most appaled by it.

I forgot about sigma. He has destroyed an entire army, destroyed the earth(Not all explody-like) and has defeated the protagonists at least once, has he not? In a manner of speaking, he has beaten X...X and Zero cheated by having mysterious people heal them... I say Sigma, as he has done everything a bad guy desires....'cept rule the world.

Sigma technically counts. (He was part of the anime intro, called "The day of Sigma" to the Megaman X remake on the PSP. As well as he was part of the Megaman X manga based on the events of X1.)
Hmm, what about the characters from Neon Genesis Evangelion.... Personally I thought Shinji was a pretty good villian in his own right... Because he was always holding himself back from doing the right thing. As well of that he made the whole anime that much harder to watch. (Especially when he burst into the boring babble... Couple it with repititions of said boring babble then you have minutes of inaction that you either suffer through or skip and hope you catch it when things pick up. ) And to me, it's pretty hard to be a worse villian than by making people not want to watch your own series. But that's sort of a loose interpretation of villian... (Even though it is quite vile and whatnot.)

Eh.. I don't really like any of the villains that are around anymore. They all have some reason to be evil. Why can't people just be evil for no reason? What ever happened to that era?
Anyway, one of the best villains I ever saw was Sakyo from Yu Yu Hakusho. He was basically a human who was born to a nice family. He hated them, so he started gambling. He became an underground lord and soon started betting and whatnot. In the end, he tried to open a portal from demon world to earth so that demons could cause mass destruction. (probably to kill any thing he didn't like.) He died by betting his life that Toguro would defeat Yusuke, but Toguro planned on dying in that match. (Warrior's defeat, bla bla). Anyway, he made good on his promise and blew up the tournament stadium with him in it. Last time I saw him he was in a collapsing room, where the only exit caved in from the walls.
Basically, he tried to take over the world by ruling the demons who would inhabit the earth. Or something like that.

Arlong from One Piece. Hate the holy fecal matters out of that guy. Racism + sick long-term abuse of main charas + looking pretty damn stupid + generic villainous behaviour = seriously bad guy!

However how could we all forget Vile? After all his name is Vile so that could make him the vilest of all, lol. But Vile is the insain type and he did try to take down Sigma alone to then rule by himself to prove that he was the strongest. Yep pritty bad.

Hmmm... Now that you mention it, yeah, StarScream is an asshole of a villain. First chance he got, he kicked Megatron right in the head, and threw him out of Astrotrain just because he was damaged. Then somehow, by a paradox I guess, he found his way to the Predacon base and convinced them all that he died deffending Glavatron from Unicron (Don't ask me how he wound up in the past where Beast Wars takes place, or how he knew about Galvatron seeing as how Unicron wasn't discovered by the Transformers until after Starscream died) and took over them all.
Starscream is just a totally disloyal prick. That's pretty vile in my book.
Sorrum, every villain needs a reason like an emo past nowadays in order to "send the right message to children" or some other political bullshit.
