personally mods get promoted IF THEY DONT SPAM THE ADMIS WITH RETARDED QUESTIONS!!!!!!!!
the admins will promote any members who obviously prove themselves on the boards as non spamming SOB's and generally have useful and tasteful posts.
am i right?

You can have as many admins as you want, on my old site I used three but it depends on the site and the amount of people that go there. You don't need a specific amount of posts to be a mod or an admin, it depends on what you talk about, how knowledgeable you are, how professional you sound and how you treat people.
Reaver's right though, bribes probably wouldn't hurt.
